The General Assembly is responsible for establishing the schedule of annual fees for Regular and Associate Members according to the number of students enrolled in their institution.
Members must pay their fees each year. Only university associations are exempt from fees.
Fees must be paid in U.S. currency, to the General Secretariat of the IOHE, in Quebec City, Canada. Exceptions to this rule can only be made by a special decision of the Board of Directors.
Only members who have paid their annual fees can participate in programs and activities organized by the IOHE.
Requests for exceptions to the rule requiring the annual payment of fees must be made in writing to the Executive Director, who will submit it to the Board of Directors. The Executive Director will inform the member of the decision taken by the Board and will propose, if need be, a financial arrangement. Any exemptions are only valid for the year in which they are granted. A member can obtain no more than two consecutive exemptions.
A member who has not received an exemption from paying fees for a given year is deemed to owe this amount to the IOHE. Such members will be so advised, and the next notice of fees will indicate the unpaid balance from the current and previous years. All members who find themselves in this situation will be asked by the regional vice president once a year to pay the balance of fees owing.
A member who does not pay fees for three consecutive years becomes, in the fourth year, eligible for disaffiliation.
The executive director will notify the Board of Directors of all members eligible for disaffiliation for non-payment of the annual fees.
After reviewing the cases, the Board of Directors will ask the Regional Vice-Presidents, or national Councillors, to inform these members of the situation.
At the next meeting of the Board of Directors, the Regional Vice-Presidents (or national Councillors) will report on their consultation with the delinquent members. If there has been no progress, the Board of Directors can decide to recommend to the General Assembly that these members be disaffiliated.
These disaffiliations take effect after having been ratified by the General Assembly.
